Let's Deeply Analyse Union Budget 2024 - Vikas Yatra or Vikalp Ki Talash?

India's Union Budget 2024, presented as an "interim budget" due to upcoming elections, has sparked debate and analysis. While the government touts it as a "Viksit Bharat Budget" paving the path for a developed India, others see it as lacking concrete measures and missing key opportunities. Here's a closer look at the key highlights and potential implications:

Focus on Infrastructure and Youth:

Infrastructure push: The budget boasts an 11.1% increase in capital expenditure, aiming to boost infrastructure development in sectors like railways, roads, and digital connectivity. This could create jobs and improve logistics, potentially benefiting the youth.

Skill development: Initiatives like the revamped PMKVY 4.0 program aim to equip youth with industry-relevant skills, enhancing their employability. However, concerns remain regarding the effectiveness and reach of such programs.

Social Welfare and Sustainability:

Affordable housing: The budget promises 2 crore more houses under PM Awas Yojana (Gramin), potentially addressing the rural housing shortage. However, questions linger regarding timely completion and quality of construction.

Women empowerment: Increased allocation for schemes like "Lakhpati Didi" aim to empower women financially. However, critics argue that more comprehensive measures are needed to address deeper challenges like gender inequality.

Environment focus: Budgetary allocations for renewable energy, clean cooking fuel, and green hydrogen mission signal a positive step towards sustainability. However, the effectiveness of these initiatives and their scalability remain to be seen.

Fiscal Prudence and Tax Unchanged:

Fiscal deficit reduction: The government projects a lower fiscal deficit, indicating responsible financial management. However, some argue that this might have been achieved by postponing certain expenditures.

No major tax changes: The budget avoids significant tax alterations, likely due to its interim nature. This might disappoint those expecting relief or changes in specific tax brackets.

Unanswered Questions and Missed Opportunities:

Impact on inflation: The budget's inflationary impact remains unclear, especially with rising global commodity prices.

Job creation: While infrastructure spending might create jobs, concerns exist about the quality and long-term sustainability of these jobs.

Rural distress: The budget lacks concrete measures to address the ongoing agrarian crisis faced by Indian farmers.

Healthcare and education: Despite their crucial role in development, these sectors haven't received significant budgetary increases, raising concerns about their continued underinvestment.

Conclusion:

Budget 2024 presents a mixed bag. While it focuses on infrastructure, youth, and social welfare, its impact on key issues like job creation, rural distress, and healthcare remains uncertain. The lack of major tax changes and missed opportunities in crucial sectors have left some commentators skeptical about its ability to truly usher in a "Vikas Yatra." Only time will tell if this budget lives up to its promises or if it becomes a mere placeholder until the next government presents its vision for India's future.

Arthvyavastha Ki Baat

Factors Defining Rest of Year' Course of Indian Economy The first-quarter GDP growth number — a contraction by 24% — was on expected lines and shows that the Indian economy has slumped sharply due to the lockdown. “Growth for the full year is likely to be in the region of (—) 6.4 per cent, which is premised on a low negative growth number for the first two quarters for certain, possibly a close to positive number in the third quarter, and positive growth in the last quarter,” writes Madan Sabnavis, chief economist of CARE Ratings. But two basic factors would influence the assumptions being made on the growth prospects for the coming quarters. The first is the process of “Unlocking”. It has been observed that with the economy moving from the stage of a total lockdown in April to a gradual opening up of the windows in May and June, and then the door opening up a little more significantly in July and August, the movement from one stage to another did reflect in the macro-economic nu...
